When users upgrade to Eclipse 3.3, their proxy settings will be lost. We either need to put this in the readme and/or come up with a migration story. Migration is complicated since we had three difference proxy settings before (i.e. Update, CVS and WTP).

I added code to migrate the Update proxy settings.

We migrate the Update HTTP settings but nothing else. I thought about migrating the CVS SOCKS proxy setting but there have been several issues with SOCKS proxies so I feel it would be better to have the user reset the preference. This should be described in the porting guide.
