I20070209-1006 In the (maximized) Welcome view, go to Overview page. Slowly move the mouse from left to right just below the view tab, starting at the right border of the "Overview" button. The "What's New" and "Workbench" buttons heavily flicker.
I saw this too in HEAD, but to get the icons to flicker, I often have to take the additional step of moving the mouse into the narrow blue area to the left of the Overview icon.
I believe that this is intentional, each icon has a hover version of the icon which appears to make it move when you hover over it. I almost filed a bug about this myself but was told that it was by design.
I don't think what I saw could possibly have been by design: my mouse is stationary but the icons are flickering wildly back and forth between the normal versions and the hover versions.
Actually I think I see what you are talking about, the link items at the top can start to flicker when the mouse pointer is in a certain position, which is certainly not correct (and is different from the hover icon behavior I described previously).
(In reply to comment #4) I'm trying to duplicate the flickering as per instructions the description, but I can't see the flicker. Can you please take a screen capture and show me where your mouse is when this flicker happens?
Thanks, Chris for showing me the flicker - when the mouse is in between and slightly above the icons in the dark gray area, I see the flicker between the icon my mouse is close to or on, and the flickering [go to] Workbench icon.
