When I open a plugin.xml, Manifest.mf, or build.properties file from the Package Explorer, I always want to open the editor on the source page. This functionality was available in earlier versions of Eclipse, but now it's gone (bug 82057).

Bug 158948 comment 1 last paragraph suggested:
> If you always want your Manifest.MF and plugin.xml to always open to source,
> you can also use the text editor for each file.

This is not a solution because I don't get syntax coloring, hyperlinking, and all the other nice facilities from the PDE source editors in the text editor.
