1) I didn't understand the use of these two buttons but I might be missing 
something.

2) As a feature request I'd like to have a copy button (like the debug 
configurations)

About (1) - I've seen it organizes the order of your tools when selecting them 
to run. Good feature. Should have noticed before. Number (2) still remains.

1) They let you move the items up and down in the menu order.  Should relabel 
them "Move Up" and "Move Down".

2) Should consider.

The use of Up and Down (instead of Move Up and Move Down) is to be consistent 
with other use of this within UI plug-in. If we change this one, we should 
change all of them also.

This dialog no longer exist in the new external tool support. It will also 
include a copy/paste actions.

Note: new external tool work is not yet released to the head stream and won't 
for a while yet.
