1. Toggle an ALF Project
2. Choose to rename the ALF Project
3. Notice the resulting error message- "Resource '/TestALFConfig' is out of sync with file system."
4. User is unable to rename ALF Projects

I assume "toggle" means "select".  There are various problems re-nameing an ALF project since currently the service and registry file names are tied to the project name and, if we keep that convention, then these need to change also.  Probably this bug should be addressed in conjunction with #170106
