1) Create a new external tool using Run->External Tools->Configure. Make sure 
that either the Tool Location  or the Working Directory are invalid. Notice 
that the dialog warns the user of this. Click OK to save the new tool.
2) Edit the same tool. Notice that the dialog does not complain that either the 
location or the working directory are invalid until a change is made to either 
one.
