Steps To Reproduce:
1. Download birt-report-framework-2_1_1.zip
2. Unzip birt-report-framework-2_1_1.zip in eclipse/plugin and eclipse/features folders
3. Start Eclipse

More information:
BIRT perspective does not appear in the list of perspectives to open but in "About Eclipse SDK plug-ins" and "About Eclipse SDK features" it is listed.

What's the version of BIRT you downloaded?
Does EMF2.2.X, GEF 3.2.X and DTP installed in Eclipse env?

Is there any error message in the ./meta/.log file in your workspace? If has, could you please paste it here?

I have experienced this too.  It will happen if using java 1.4 to run eclipse.  Using 1.5 fixed it.  Changing the system's default version of java wasn't possible for me, so I specified it with the -vm command-line argument.

% eclipse -vm /opt/jdk-1.5.0/bin

Most case that perspective can be loaded are caused by JDK version. EMF 2.3 only support JDK1.5.
