On Eclipse 3.3 M4 there is a working set toolbar/menu. The "Add to working set" menu should include a "New Working Set" action as a shortcut, in case none of existing working sets fits my needs.

Kim, attached is the patch for a new ContributionItem "New Working set" which just calls the New Working set wizard. Selection of the workbench is honored by the wizard itself. I also removed the "no applicable working set" item from the "Add to working set" menu as we don't need it anymore.
