Current Birt DtE support simple joint data set. This is fine in most cases but there do exist use case that user want to union two data set rather than join them.Maybe Birt should consider to support Union data set.
I also need this enhancements... I would like to know if somebody knows a workaround for this problem. Thanks.

After discussion we will defer this bug to post 2.2.0.
we need this as well... but we would find it more useful to be able to union several datasets at once, instead of just 2 also, the distinction between 'union' functionality and 'union all' functionality would be signficant thanks Steve Nell Mark Systems
I'm surprised what a request for such useful feature still is planned to future. Especially if take into consideration JoinDataSet is implemented a long time ago and has similar functionality.
After discussion we decide to defer the bug. User can always mimic Union data set feature using joint data set with computed columns.
This would make it easy for me to consolidate data from several oracle database sources with the same table structures.

Thanks to Ashwini Verma for a good example of how to combine data sets: http://www.birt-exchange.org/org/devshare/designing-birt-reports/1215-create-union-data-set/
