Currently expandable bars (i.e. in Bugzilla editor) only expanded when you click on label. This is very inconvenient when user need to scroll trough issue, so have to go from the scroll bar on the right side all the way to the label on left side.

This is a UI design decision made by forms.  I'm not sure whether it's best or not, but there is an argument for it since we stick toolbars into forms and missing the toolbar button when clicking could cause surprising behavior of expansion.  No plans to change the default behavior.
