Build 20020517

- Help / Welcome
- there is more whitespace between the first two items than between the last 
two
- this is because the welcome.xml has an extra blank line between these items

I've fixed this up, but it would be better if the parser ignored whitespace 
between items in the welcome.xml, and always gave them a consistent spacing in 
the UI.

Works in R2.0 (20020627), R2.0.1 and R2.1
