The Platform binary runtime drop must have an install.ini file at:
<install>/eclipse/install.ini

This file should be copied up from the current version of the 
org.eclipse.platform plug-in; that is, from:
<install>/eclipse/plugins/org.eclipse.platform_2.0.0/install.ini
