In any RCP application view can be internationalization via plugin.properties. But this method does not support dynamic change in the language. 

So some API should be provided for this.

I'm not sure what you mean by "dynamic change in the language" - do you mean when your system local changes?

Means user can have one menu entry to change the language. 
For example if the language of the OS is english than also user should have choice to run the application in other languages

This would also require a restart of the workbench to catch all cases

Is this feature is going to come in future version?

There is currently no plan to work on this.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
