- Window / Preferences / Help
- the web server starts

Should not need to start the web server to simply show the preferences.

It takes 3-5 seconds to open this preference page the first time.
It should be instantaneous.

It is a duplicate of bug 13147 that we deferred for after 2.0.
If you feel it is a high priority problem, reopen 13147, and we will reconsider 
what can be done in 2.0 time frame.
