Build: I20061017

1) Open a dialog
2) Invoke Quick Access (Ctrl+e)

-> The quick access shell is parted off the workbench window rather than the active shell (the dialog). Therefore, it does not obtain focus and cannot be used.

This patch fixes CtrlEAction to work for dialogs.
