Open help, expand tree, choose a topic.  This will cause back arrow to be 
enabled in the toolbar.
Use keyboard to navigate until focus comes to the toolbar frame with three 
icons.
At this point focus cannot be directed to other frames.  Next to gain focus is 
the back button, and following is ... the toolbar frame again.

Veronica,
Is the fix for 5910 in the 20020521 build?  I am still seeing behaviour 
described in this bug 16093.

The fix for 5910 is in the F1 build.  Without 5910 you would get stuck in the 
backward/forward toolbar if no buttons were enabled.

There seems to be another problem here.
When you tab from the forward/backward toolbar into the IE control, the control 
gets reactivated.  On reactivation, it keeps the focus in the same place as 
when the control was deactivated.  If you shift tab you can go back to other 
parts of the control.
