The new QuickAccess command (Ctrl+E, 'Window > QuickAccess' on Keys preference page) should appear in the menu 'Window > Navigation'.

Furthermore, it's rather uncommon in Eclipse to use CamelCase command names. I would suggest to rename the command to 'Quick Access'.
