Sorry, i have mistake.

First click on files and folders in Navigator select it. Second click on it open dialog for rename, like other windows programs.

We could only do this in the Navigator view, not in the Package Explorer.  In the Package Explorer, Rename is bound to a refactoring operation that needs to ask additional questions and offers a preview option.
