In order to select the desired Preferences Dialog TreeItem, the keyboard user 
must press ArrowDown.  This has the effect of flipping to every preference page 
and starting the associated plugin, which is really slow for some plugins, like 
Help.

BTW, a delayed selection like that used in Windows File Explorer would solve 
this.

Should add a delay for keyboard navigation, regardless of single-click/double-
click setting.
