for build 0828-1830 and CC  client

1. do a XML export of a plugin
2. reimport the file with Overwrite option
3. unchanged files are checked out.  for example

library.xmi
config.xmi
plugin.xmi
model.xmi and content.xmi for processes

4. content elements (e.g. role.xmi) has a changeDate, so they are also checked out.

Here, we are expecting the xml plugin import check out as few files as the regular plugin import. This can be achieved with fairly expensive implementation. May do it later. I am making it P3 and remove M5 from the target.
