When a view is wide enough to be able to display its action bar in the title 
bar, focus traversal becomes confusing. In this case, because of the 
homogeneity of the action bar buttons and the menu/close buttons, there should 
not be two independant focus regions. Note that on the main Eclipse toolbar not 
even a vertical separator is enough to warrant separate focus regions for 
button groups.

Ideally they should not be separate tab groups when on the same line.
This is a limitation of how ViewForm works, which currently requires us to use 
two toolbars to get the relayout behaviour.
Consider for v3.
