While browsing
http://help.eclipse.org/help32/index.jsp
I ran across
http://help.eclipse.org/help32/index.jsp?topic=/org.eclipse.platform.doc.isv/reference/misc/update_sitemap.html

which indicates the digest.xml file is written in ISO-8859-1, 
but, in practice, I'm seeing it written in UTF-8. 

Several of the items in that topic of help also say ISO-8859-1, so, I wonder 
if they should be checked too? 

I'm not sure this matters to anyone (other than me :) 

I'd recommend using UTF-8, if possible, and suspect that (UTF-8) should be "the spec" for these "purly" system files (i.e. not user authored). j

The Eclipse Update component is no longer under development, and no longer exists in the Eclipse Platform 4.x stream. If this problem still occurs in Eclipse Platform 4.2 or later, please enter a new bug report against Equinox p2.
