Steps:
1)   Create a Plug-in, configuration (with select plug-in).
2)   Open configuration editor --> 'View' tab --> 'Add View...' button.
3)   All the 'Uncategorized' items under Standard Categories should be removed.

Decision made showing empty categories is not an issue. Fixing this defect will impact the configuration view and its filters.
