[Accessibility Testing] Text fields and labels are not associated correctly in the Manual Test editor.

Based on the TPTP V4.2.0 Accessibility Test Pass (see http://www-306.ibm.com/able/guidelines/index.html), text fields and labels are not associated correctly in the Manual Test editor.  As such, object inspection tools (e.g. Inspect Objects) cannot access the associated name property for the test fields.

According to the accessibility guidelines, "a label widget must be created immediately before the control (text widget or combo box) for the label to be associated."

After reviewing all of the test editors (Manual, URL, JUnit and JUnit Plug-in), all of the label widgets have been created immediately before the control (text widget or combo box) for the label.  As such, this appears to an issue with the accessibility test tooling (e.g. Inspect Objects).
