Set a table to a temple report item, preview in html and pdf, item is different.

Steps:
1.Insert a table into layout
2.Right click the table, select "Create Template Report Item", create template report item
3.Preivew in html
4.Preview in pdf

Actual Results:
1.preview results is different

Expected Results:
1.preview results should be same

The is no need to create the same effect for template items in PDF and HTML, suggest to won't fix it.
