Navigator

The need for this action is indicative of deeper problems with expanding too 
many items to begin with.

We want to do this for 2.1, for consistency with the Package Explorer.

FWIW, I also implemented this on 2.0.  I haven't looked at the JDT's 2.1 
implementation, but mine would first collapse the branch of the selected node
(s), and if the node was already collapsed, the whole tree.

This allows you to select 'n' branches and collapse them, or the whole tree, 
with the same button.

Package Explorer collapses all nodes immediately so Navigator should do the 
same.
