  We must allow the user to configure file type and keyword type for files from 
  within the sync view and also from the current selection.

I've pulled this out as a seperate bug because I am marking the first enh/later.

fixed - users are prompted when new files with unknown file types are added to CVS.

User is not prompted when Add to Version Control is used
