Description:
   the image with URI can not work

Steps to reproduce:
   1. new a report and new a image in the layout
   2. In the page 'Edit Image Item', click the 'URI'. and input "http://image2.sina.com.cn/ty/up/2004-11-25/U26P6T64D8862F1094DT20041125164000.JPG"
   3. save and preview

Actual result:
