When I start Eclipse, it says that it is building my workspace. I always thought this was weird since in theory I hadn't made any changes yet that would trigger an auto-build.

When I look at the progress view details it says that it is doing plug-in manifest validation. Sometimes this can take "quite a while". (yeah I know, not very scientific)

Is it possible to get some performance tests to measure these?

the validation does not take a while.  It's the fact that the validation takes place much more frequently than it should is the problem.

I have a bug report about that featuring the word 'overzealous' and will be looking at this issue in the next week.
