If you shutdown the workbench without ever opening a property page the shutdown method of Workbench will call PropertyPageContributorManager.getManager().dispose(); This in turn will cause the PropertyPageContributorManager to initialize itself (reading from the plugin extensions) just so it can turn around and dispose itself. There should be a test to see if the manager is initialized prior to getting the singleton and disposing it. The same would be true of the ObjectActionContributorManager.
This bug hasn't had any activity in quite some time.
