When I call IWorkbenchSiteProgressService#showBusyForFamily, it is possible that there are jobs of that family running. The method should look for such jobs and, if they exist, mark the view busy.
A less desirable alternative from my standpoint but also acceptable would be to update the javadoc for the method to state that the method does not consult currently running jobs and the view will only become busy when the next job of the given family starts.
There are currently no plans to work on this although we would be happy to review a a patch.
Any update on this? If I attach a patch would you still consider it?

Created attachment 140425 [details] Allows system jobs to affect showBusyForFamily Removed isSystem() check.
<ping> Will you be accepting this patch for 3.6?
At this point (RC3) we only fix critical bugs and this doesn't seem the case here. I suggest we target this 3.7 or 3.6.1 if a good enough explanation is given why it is important to put into the maintenance branch.
This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant. -- The automated Eclipse Genie.
