working sets is a new item in 3.2 and should be something we highlight and encourage to use.

- currentltly is sits toward the bottom of the Window menu and will likely be overlooked.
- it should be moved up above "Customize Perspective" with a separator following it.

No plans to do this - it's gotten comfortable where it is.
