I'm no export on nice UI layout, but when I demoed the new problems view filter dialog at a seminar I got some comments on its ugly layout (or lack of layout, as they put it).  Specific problems:

 - There are two bigs areas of wasted whitespace, meaning sub-optimal use of screen real estate
 - The "user filters" and "system filters" boxes have very different shapes. 
 - It's not at all clear what the "system filters" area does, since out of the box there are not items in the list, and no buttons to add/remove items.
 - There is a horizontal line that across about two thirds of the bottom of the dialog
 - It's not clear what the "Select All" and "Deselect All" buttons in the bottom left corner below the horizontal line are for - they seem to operate on the "User Filters" list in the top left corner.

Fixed in build >20060322. Now we only show system filters if there are any to show.
