The action for opening an element in a new window is currently internal.
It needs to be API in order to avoid internal references from the views.

The same action is used for the Window / New Window action.
This aspect does not need to be public.  Suggest using different classes.

Marked for M5 since this impacts downstream clients like the packages view.

The action should also use the name "Open in New Window" rather than just "New 
Window".
