The Chart Engine supports granular styling on a chart model, i.e. you can set 
different styles for the data points, legend, title, etc... The UI should allow 
the user to set different BIRT styles on different components of a chart.

The first task is to design the UI. Do we include it in the chart builder or in 
the property editor page.

we also depend on ROM support to store properties. A possible solution is to 
use bug106863 to implement it.

Since dependency #106863 is postponed to future, do we also need to postpone this?
