It appears that when a Dialog is closed, the IWorkbenchWindow parent of that dialog is re-
activated (made the top-most window).  Please see #11834 for details on how to see this in action.

Should get to the bottom of this even though the defect that it blocks has been 
deferred.

As of now 'LATER' and 'REMIND' resolutions are no longer supported.
