I created a new workspace and imported all of my preferences into it (including cvs repositories). In the "CVS Repositories" perspective I tried to "Refresh Branches", and I recieved an error dialog that said something about CreateProcess failing. I tried my other open eclipse session what used the same configuration and it worked fine. I restarted the first eclipse session and after that I was able to access the repository. The repository uses the "ext" connection method, but I have it configured to actually use "extssh" to connect.

This bug hasn't had any activity in quite some time.
