Description:
Revert to report item should be gray when it is a report item in template file.

Steps to reproduce:
1. New a template file
2. Insert a label, right click and click create template report item.
3. Select the template item and revert it to report item
4. Right click.

Expected result:
Revert to report item should be gray because the item is a report item now.

Actual result:
Revert to report item menu is still usable.

There's no difference between a template file and a report design file.
They are same in model.

It has difference:
When I revert a report item to template item, revert to report item and revert to template item both are usable.
When I revert a template item to a report item, only revert to report item is usable.

That tow action has same name, but dont' acts the same under that two context.
That's by design of template.
