When you open the progress view for the first time it does not place the running job in the view until that job is updated. Jobs with slow update will look as if they are not there as a result.

To replicate this take the run method of TestJob in the example and change the sleep time to 10000

Fixed in build >20060124. We now do an update when we get an input change.
