When we load a version of a project without first connected to a stream, we don't keep any sync info.
But yet we know the version IDs of all the resources when we load them.

What if we:
1. separate the notion of connection to a repo from that of connecting to a stream
2. keep sync info based on repo
3. allow you to then attach to a stream.  If its in the same repo, you can keep the sync info.
