Steps to reproduce:
1. Create a library.
2. Select File>Save as.
"Save as" is always grayed out.

Yes,that's open issue.
Temporary we have problem on library editor to support save as.

To make my previous comments clearer, the reason is we need write two save as wizard for IDE and RCP because they have different way to access file system. That planned to 2.1.

If we plan to implement 121935, removing library functionality from the RCP report designer, the the different ways to access the file system are no longer an issue. We will only need to implement one way to do Save As for a library.
