OS: RedHat Linux 7.2 with Motif

Description:
If I tab to the toolbar I can't use the keyboard to drop down the menu for any
of the buttons with arrows beside them (New Wizard, Debug, Run).  In Windows,
the down arrow will do it but in Linux, down acts like right and takes you to
the next button (up acts like left, too).

Fixed > 0402.  Note that drop-down items can also be displayed with Enter, so 
this is an issue with consistency-with-Windows as opposed to accessibility.  I 
made a small change to the title accordingly.
