Description: Error message "The report contains error" pops up when previewing a library file. 

Steps to reproduce:
1. Create a library file and preview it.
2. Error message "The report contains error" pops up.

As designed, library files are not supposed to be previewed. So UI needs to disable the "Preview" Button.

As comments from Rima, we'd like to support library preview.
I think it's better to support this to let user get preview result of his design.

Before we implement the library feature, we should disable the  preview tab in library designer.

The preview will be enabled when the DE/engine can support library preview.
