The term "Configurable Project" seems a very ambiguous and likely confusing 
name since all projects can be configured to some extent.

Need one story for creating projects.

It is just an interim name during this transition phase. The real name will 
be "Project" once we remove the old "Project..." menu item. For the moment, we 
will be adding a preference to turn on the "new way" of creating projects.
