Edit Java Code without saving
In View "Package Explorer" select xxx.jardesc
right mouse -> popupmenu "Create JAR"
-> Dialog appears "Save All Modified Resources", but the dialog is disabled 
(gray) and the OK Button can't be reached.
-> Dialog "Progress Information" appears, but is disabled - obvioulsy waiting 
for finishing the Save Dialog.

The only way to come out from this situation is to kill the task by the task 
manager.

I am not able to replicate this. Which build were you using? When I tried the modal save all dialog blocked the others.

I suspect it might be a problem with two dialogs trying to parent off the shell at the same time.
