when i fill cvs comment in cvs commit dialog, in eclipse 3.1M? return key acts
as clicking button "Finish". in later releases (3.1 and 3.2M2, at least) when i
press return key with filled comment, button "Finish" blinks, but nothing. when
comment is unfilled, pressing return key shows warning - " Please enter a commit
comment." and button "Finish" take disabled state.

The problem is that focus is in a multiline text field.  In this case, enter should just take you to the next 
line.  You should be able to dismiss the dialog via command-enter.

1. nor command-return, nor command-enter not work. only control-enter. this wrong
2. finish button reflects (blinks on) any combination of
enter/return/command-enter/command-return, but nothing.
3. need to be fixed "Finish" disabled button state, as described in my previous
message.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet.

If you have further information on the current state of the bug, please add it. The information can be, for example, that the problem still occurs, that you still want the feature, that more information is needed, or that the bug is (for whatever reason) no longer relevant.
