Verified this manually.

While doing that, I noticed that the code that tests for event loop spinning at startup (while in debug mode) is never executed. Should fix this (use Policy.java).

We now spin the event loop ourselves during startup, but defer execution of asyncExecs until the workbench is properly initialized.
