[Integration build 20020305] Right-click on the task view, and create a new 
task. This newly created tasks doesn't belong to the current project, and there 
dosn't appear to be a way of assigning it to a project. This is an issue 
because the user will typically filter the tasks (if there is any significant 
amount of tasks). So, when filtering by project ("on any resource in same 
project") this task won't show up.

Your observations are correct. The task is assigned owned by the workspace.

Did you consider extending views like theNavigator to have an "add task" menu 
item? When a project is selected. Your action could create the marker and 
associate it with the selected project.

This is an interesting feature however we don't have the resources to consider 
doing this now. Defer until after 2.0

You can assign a task to a resource via Edit->Add Task...
