The CVS "commit" dialog is modal so that you can't browse your source code while
editing your commit comment. If I make a lot of changes to a class, I may want
to browse the CVS Diff while editing my commit comment.

I agree with the request but have generalized it to reflect the desire to be 
able to edit the commit comment while browsing the file changes. There are 
several possible solutions:

1) Include the ability to browse changes in the comit dialog. This is doable 
but has some realestate issues.

2) Provide a pane in the synchronize view (or a separate view) that allows you 
to compose the comment of a change set while browsing changes.
