It would be nice if changing the L&F setting in VE had immediate effect (perhaps
via SwingUtilities.updateComponentTreeUI(Component) instead of having to close
and re-open any open VE windows.

This is a good suggestion and part of an overall enhancement (See bug 48529) in
which all VE preferences should be dynamically updated without having to
close/reopen the editor.
